This is a steering rod tube clamp from the AG Parts 4x4 brand.
It clamps the steering rod tube onto its threaded end to lock the adjustment, and is usually replaced when it is corroded, cracked or no longer tightens properly.
Compatible with Land Rover Defender, including TD5 and Puma, Discovery 1, Series III/Santana and Range Rover Classic.
